The Book provides a systematic summary of the major engineering technical studies and practices for the governance works of Yangtze estuary waterway. Chapter One and Chapter Two present the basic facts of Yangtze Estuary and the basic factors of river estuary waterway governance at home and abroad; Chapter Three ~ Chapter Eleven introduce the major engineering schedule of works completed from the preliminary phase to Phase III and innovation achievements in observation, research, design, construction, management and environmental and ecological protection; Chapter Twelve particularly introduces the process of resolving the major technical problems of and technical experiences in Phase I ~ Phase III; Chapter Thirteen brings forward the new understanding of water and sand movement and the rule of river bed evolution at Yangtze estuary; Chapter Fourteen sets forth the problems to be studied for the Yangtze Estuary.

On June 17, 2005, Yangtze Estuary Waterway Administration Bureau was officially established to take on the planning, management, construction, maintenance and research of about 122km section of Yangtze Estuary to the sea. The Bureau is a public institution under Ministry of Transport. The Bureau has 8 functional divisions/offices and one internal organization (Yangtze Estuary Service Center) and 1 tier-two unit, Shanghai River Estuary Science Research Center, with 3 Yangtze estuary physical model halls of 40,000 square meters and supporting control and testing system. It has built the biggest river estuary engineering physical mode. Its estuary lab was named as one of the first key labs by Ministry of Transport in 1999.
